This position is responsible for the procurement of goods and services for Cherry Hospital. Position works mainly with contracts for services, purchases over $5,000, posting advertisements for bids on the internet, and supervision of two Purchasing Technician positions. This position monitors purchase orders under $5,000 prepared by the Purchasing Technicians; develops service contracts for Cherry Hospital such as Information Technology procurements including hardware/software support. Develops solicitations for medical/surgical services, preventive maintenance on equipment, and contracts for printing, copying, recycling, copier rental; posts request for services over $10,000 on IPS (Interactive Purchasing System); trains and supervises two Purchasing Technicians as well as preparing work plans, monitoring performance, and interim/annual evaluations. Public contact is required in all aspects of the Procurement Specialist's position: i.e. getting verbal/written quotations, formal bids, discussions/meetings with vendors, working with department heads and other State/Federal departments, etc.
This position needs to have a thorough knowledge of large scale purchasing methods and procedures.
This position needs to have a general knowledge of the various grades and qualities of materials or commodities being purchased.
This position needs to have the ability to apply and interpret established rules and regulations.
This position needs to have the ability to establish and maintain effective working relationships with Hospital personnel, vendors and others.
This position must have excellent oral and written communication skills.
This position must have the ability to maintain records and prepare reports or tabulations from these records. This position must have experience to train, direct and supervise department personnel.
This position must have computer experience to include Microsoft Word and Excel.

Knowledge, Skills and Abilities / Competencies

Working knowledge of general procurement and purchasing procedures including general statutes and administrative codes governing purchasing in the State of North Carolina.
Working knowledge of the economics, market condition and methods of transportation, procurement and supply management.
Ability to communicate in verbal and written form.
***Management prefers: Knowledge of the North Carolina Accounting System and the E-procurement System. Experience posting to the IPS (Interactive Purchasing System). Experience in developing all types of contracts.
Minimum Education and Experience Requirements
Bachelor s degree from an appropriately accredited institution,
Associates Degree in Business or related field of study from an appropriately accredited institution and two years of procurement experience,
equivalent combination of education and experience.

Degrees must be from appropriately accredited colleges or universities.

Necessary Special Requirements Completion of the North Carolina Procurement Manual Training Program within one year of hire.
